China’s trade with the world, and demand for overseas product continues to accelerate, with well over $600 billion of product entering China this year. Once a novelty in China, imported products commanded fantastic margins with little expectation for good customer service. Today, we see a tremendous shift. A growing number of overseas suppliers not only compete amongst each other, but also with increasingly sophisticated local alternatives, many baring familiar foreign brand names.

Tougher competition drives overseas suppliers to upgrade the buying experience they deliver to their China customer, including: opportunity to touch and view product pre-purchase; delivery in days, not weeks; customized configurations and packaging for the China market; customs clearance performed by supplier instead of China buyer; vendor managed inventory on customer site, cash and carry as opposed to payment by Letter of Credit; invoicing in local currency, Rmb, as opposed to USD or Euro; and finally, easy access to spare parts as well as warranty care.

Unfortunately, due to numerous regulatory barriers, overseas suppliers can rarely meet China clients’ service expectations. First, China’s regulations prohibit overseas suppliers from shipping consignment inventories to China. Shipments must be sold to a Chinese trading or manufacturing entity. Second, China does not allow overseas suppliers to directly transact with Chinese Customers in Rmb, the local currency. Transactions must be conducted in foreign currency, and in the case that the China Customer does not have import rights, they must find a third party to consummate the trade. Third, even for those companies with rights to purchase overseas goods, foreign currency controls can make purchasing goods in foreign currency extremely costly and troublesome. Fourth, notoriously complex Customs and Inspection and Quarantine regimes often leave overseas suppliers (as well as the Chinese themselves) baffled.
